Our programs seek to advance U.S.-China relations in ways that reflect the ethos, spirit and values of President George H. W. Bush. Major activities include track 2 policy dialogues, business, trade and investment facilitation efforts, and programs focused on energy and global public health, among several other topics.

TRACK 2 DIPLOMACY

U.S.-China High-Level Political Party Leaders Dialogue
The U.S.-China High-Level Political Party Leaders Dialogue (P2P) is the only platform that regularly convenes sitting and former officials from the U.S. Democratic and Republican National Committees with the Communist Party of China (CPC). Organized by the Bush China Foundation and the International Department of the CPC Central Committee (IDCPC), the foreign affairs department of the CPC, this process advances understanding between leaders from the three political parties on their respective governing priorities and their implications for foreign policy.

U.S.-China Strategic Policy Dialogue
Launched in May 2021, the U.S.-China Strategic Policy Dialogue is an action-oriented series that aims to reframe the narrative around critical issues in the U.S.-China relationship. The dialogue sessions bring together former U.S. and Chinese policymakers and experts to generate recommendations that inform both countries’ strategic and trade policies toward one another. This ongoing channel of communication serves a pivotal role in developing and maintaining high-level people-to-people diplomacy essential for managing the increasingly complex U.S.-China relationship.

ENERGY AND CLIMATE SUSTAINABILITY

Energy Transition
The Bush China Foundation creates opportunities for Americans and Chinese to share ideas, latest trends and best practices on the energy transition and decarbonization. Current research efforts are focused on the United States’ and China’s respective strategies for promoting clean energy adaptation, innovation and finance around the world and opportunities and challenges for U.S.-China cooperation on climate policy toward net zero.

GLOBAL SUPPLY CHAIN

U.S.-China Supply Chain Working Group
The Bush China Foundation is establishing a Global Supply Chain Initiative to improve policies related to supply chain efficiency and effectiveness worldwide, with a special emphasis on the U.S.-China supply chain and its impact on local U.S. communities. Global supply chain concerns are an increasingly critical factor in U.S.-China relations that impact businesses and have direct consequences for the daily lives of individuals in both nations. This initiative brings together experts on U.S. and Chinese economic relations for informative discussions on current trends and future expectations regarding tariffs and supply chain issues and the generation of relevant policy recommendations.

HEALTH INNOVATION

Mental Health

The Bush China Foundation brings together U.S. and Chinese mental and digital health experts to assess how digital tools for mental health can level the playing field and help reduce health disparities. As the only known U.S.-China platform focused exclusively on digital mental health, this initiative makes a unique contribution to the field by combining the respective comparative advantages of the United States and China in mental health care and digital technology.

INTERGENERATIONAL EXCHANGE

U.S.-China XGen Initiative

The Bush China Foundation is bringing together actors across varying generations—from Boomers to members of Generation Z—on an equal footing to discuss critical domestic and international issues impacting the U.S.-China relationship today and in the years to come. The Foundation’s U.S.-China XGen Dialogue is a constructive and experimental model to break down the silos in order to address cultural, social and political issues from an intergenerational perspective.
