Shirley Hargis

Nonresident Fellow, Atlantic Council Global China Hub and Digital Forensic Research Lab

Shirley Hargis is a nonresident fellow at the Atlantic Council’s Global China Hub and Digital Forensic Research Lab and serves on the Truman National Security Project’s Board of Directors. She is also a visiting fellow at Third Way’s National Security Program’s bipartisan U.S.-China Digital World Order Initiative.

She has over a decade of experience in mainland China, Taiwan, and Hong Kong’s domestic politics and foreign affairs. Her domestic and foreign policy expertise spans defense and security, political economy, and technology in consulting, intelligence, and policy research. She works at the nexus of technology and economy, including U.S.-China relations, cross-Strait tensions, and China’s affairs in Africa and Russia. Before her current work, Ms. Hargis led and managed CRDF Global’s Countering PRC and Acquisition and Misuse of Weaponizable Technology and Talent team for the U.S. Department of State, with the mandate to provide solutions to international governmental, research, private, and academic sector stakeholders about Chinese military civil-fusion, emerging technologies, dual-use technologies, and improving cyber defenses. She has also provided consultation services, including risk assessments about geopolitical trends in the Indo-Pacific and insight into U.S. foreign policy-making for U.S. entities and Taipei-based financial investment firms.

Ms. Hargis is a Council on Foreign Relations term member and a National Committee on U.S.-China Relations member. Her writings and commentary appear in POLITICO China Watcher, the Atlantic Council, Al Jazeera, TEKA Commission of Political Science and International Affairs journal, and Politics and Society in Contemporary China Edition 2 (2020).
